Professor and Doctoral Supervisor at Shanghai Jiao Tong University. Dr. Li received his Bachelor’s degree from Soochow University in 1993, a Master’s degree from Shanghai University of Science and Technology in 1996, and a Ph.D. from Shanghai Jiao Tong University in 2004.  


Dr. Li currently serves as Director of the Think Tank Center and University Librarian of Shanghai Jiao Tong University. Concurrently, he holds the positions of Executive Director of the Tsung-Dao Lee Library, Chair of the Library Academic Committee, Deputy Director of the Office of Liberal Arts Development, Secretary-General of the Academic Committee of the Innovation Forum under the Ministry of Education’s Academic Library Steering Committee, Secretary-General of the Shanghai Academic Library and Information Steering Committee, and Chair of the IEEE Communications Society Shanghai Chapter. With long-term dedication to research in optical communication and photonic devices, he has led over 30 research projects, including those funded by the National Natural Science Foundation of China, the National High-Tech R&D Program (863 Program), and the National Key R&D Program of China, such as the “Research on Several Frontier Issues in Modern Physics” (2020–2025). He has published more than 200 papers in journals such as Optics Express and IEEE Communications Magazine, edited the monograph "Science and Art: Tsung-Dao Lee", and contributed to the national Ninth Five-Year Plan key publication "Information Materials".  


Dr. Li has presided over the organization of international academic conferences including APCC and OECC. The multi-core fiber sensing technology he developed has been applied in aerospace and meteorology. He has been honored as a “Shanghai Dawn Scholar” by the Shanghai Municipal Education Commission and serves as Chair of the User Committee of China National Knowledge Infrastructure (CNKI).
